Tender description
Scottish Water is seeking to appoint a number of Tier 1 Non Infrastructure Delivery Partners to support in the delivery of its Quality and Standards IV (Q&SIV) Capital Investment Programme for the regulatory period 2015 to 2021. It is anticipated that the Tier 1 Delivery Partners will not sub-contract work other than to Scottish Water Tier 2 framework contractors. Applicants should therefore have the in-house resources to self deliver the work allocated to them. Scottish Water wishes to engage with interested parties who have a dual civil engineering and mechanical and electrical capability including off site manufacturing with the main thrust of interest being on Mechanical and Electrical capability. Key factors that will be considered during evaluation of bids will include having own resources in project management, site supervision and a skilled workforce. Experience in working on operational works and proven health and safety and quality performance are essential. The estimated value of work that will be undertaken by the Tier 1 Delivery Partners is 30 000 000 GBP per annum. It is anticipated that the work allocated under the framework will be reflective of the in house capability of the incumbent Alliance partner. Work will be issued to the tier 1 supply chain within the financial year commencing April 2016 but the value of work awarded to the tier 1 supply chain will ramp up during the financial year commencing April 2017. Award of work will be dependent on the delivery capacity and capabilities of the appointed Delivery Partners and will complement the capacity and capability of Scottish Waters Rural Supply Chain. For pre-qualification purposes applicants will be expected to be of sufficient economic standing and have in house resources to self deliver an annual workload of between circa 10 000 000 and 20 000 000 GBP. Subject to demand and performance any frameworks awarded may be extended to cover the period 2021 to 2027.
