Tender description

Norfolk County Council is looking to tender for specialist short break residential provision for children with disabilities aged 8-17. The Council would like to engage with the market via a Concept Viability Event to explore the options available to us, in particular with regard to residential short breaks to disabled children. We want to test the different service models with the market to better understand the possibilities or limitations we need to consider before formalising our plans. Some of the models that Norfolk County Council are considering include: — Block contracts with the ability to subcontract to other units/short breaks foster carers if capacity in the units is full. — Block contracting weekends and holiday periods in short breaks units, allowing providers to think about what other services could be offered mid-week term time for disabled children and young people. — Block contracts that enable short breaks to be delivered weekends and holiday periods, but with the possibility of mid-week term time education boarding placements. With this model we would want to explore how the relationship with the complex needs school and the units could deliver efficiencies in regards to Norfolk County Councils transport costs. Providers need to be aware that Norfolk is a large rural county so we are going to need a spread of provision across the county.
