Tender description

The intention of this PIN is to inform potential bidders that Oxfordshire County Council (OCC) is planning to seek a service provider to staff and manage the 7 Household Waste Recycling Centres (HWRC) within the county of Oxfordshire. This is not a call for competition. It is anticipated that the contract will include the recycling and re-use of materials collected at the sites as well as transportation to end destinations. The service delivery is likely to commence 1.10.2017 and may comprise an initial term of 7 years with the provision to extend for a further 3 years. The anticipated date for publication of the contract notice is October 2016. Please note that this date is indicative and may change. The council is considering innovative and cost effective solutions to managing waste materials and how to maximise re-use. Given the early stage of planning some options being considered in forming the final requirement are as follows, including but not limited to: (a) ways to manage different waste materials (e.g. this may include bulky residual waste, wood, and non-household materials such as C&D waste), (b) ways to manage commercial waste activities, (c) the potential for efficient solutions to maximise compaction rates and recycling whilst reducing overall costs, including transport, (d) providing opportunities for third sector re-use organisations.
