Kent County Council (the Council) is the largest local authority in England covering an area of 3 500 square kilometres. It has an annual expenditure of over 1 000 000 000 GBP on goods and services and a population of 1 300 000. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. This requirement is for Kent Resilience Team within the Growth, Environment and Transport Directorate. The Council require the provision of a temporary mortuary service, on behalf of the County of Kent, including Medway Unitary Authority. The temporary mortuary service will be activated on the occurrence of a mass fatality incident where the number of fatalities is greater than normal local arrangements can manage. Current planning assumptions are that this is in excess of one hundred (100+) intact bodies or when the condition of the bodies or the number of body parts require the invocation of the temporary mortuary service, in full or part. The Council is seeking a service that will include the provision of: Temporary mortuary structures, including de-mountable buildings, hard walled marquees and other similar buildings for the storage of bodies all with appropriate flooring and the accommodation of staff and the incident response team, this including, supply, installation, maintenance and management of the temporary mortuary and/ or temporary holding area for provisions prior to supply to the selected site; Recovery, identification, restoration, sanitation and National and/ or International repatriation of bodies and personal effects; Recover, identification, restoration and return of personal property; Operation of an autopsy, body restoration, embalming and encoffining facility; Supply of equipment, de-mountable buildings, hard wall marquees, appropriate flooring and such other buildings for the operation of a body storage facility; Any other facilities, equipment, personnel and resources required by the Council to respond effectively to a mass fatality incident.
