A. BMA Function. The Battlespace Management Application (BMA) is a suite of 1 or more software applications and services providing Geospatial Services, Operating Picture and Mission Planning for commanders at all levels. Users may be located in fixed or deployed headquarters, mobile platforms or dismounted. Computing platforms will vary from well performing PCs through laptops to tablets and smaller mobile devices. Network infrastructure will include high and low bandwidth bearers; wireless bearers will include UHF, VHF and HF devices. b. BMA Design. (1) SOA. Where possible, the BMA should be designed within the context of Defence's aspiration to move to a Service Orientated Architecture (SOA), or support the future move toward a SOA. (2) Modular Design. Solutions shall be of modular design utilising open standards and agile delivery techniques in order to meet emergent and rapidly changing user needs. (3) Enterprise Architecture. Although primarily the Morpheus BMA, it is an aspiration that it is available across the Defence Enterprise. (4) Use a Unified Data Architecture. Information is defined consistently throughout the enterprise, is shared, available to those who need it and is owned by trustees who are accountable for its quality. (5) Re-use of Enterprise Resources. Commonality and reuse of extant, enterprise solutions, information and contractual arrangements shall take priority over the procurement of new. (6) API/SDK. Ideally, the product should provide an Application Programming Interface (API) and Software Development Kit (SDK) to enable third party developers to add and/or modify functionality. The Authority would like to engage with industry regarding its requirement and is currently developing a question set to share with industry to assist us in developing our approach to procuring a Battlefield Management Application for the system.
