Tender description
The National Army Museum is a leading modern museum with a strong reputation for high quality displays, teaching and research. Over 250,000 visitors were hosted by the Museum in 2013/14. By 2020, the Museum will host 400,000 visitors. The Building for the Future major refurbishment project commenced in August 2014. The project will see the radical transformation of the National Army Museum and deliver new opportunities for accessing the Museum and its collections. The Museum is currently due to re-open to the public in early 2017. However, the Museum will require an initial 24/7 security presence at the Chelsea site from around mid August/early September 2016. Once a confirmed date of re-opening is available the security presence will be increased to meet the full service specification. The Museum currently occupies two sites, the National Army Museum at Chelsea and the National Army Museum Store at Stevenage. In accordance with standard Museum procurement policy, the provision of Manned Security Services at all premises is now to be re-tendered for a three year period provisionally commencing late August/early September 2016 at 0800hrs. Outline of Requirements The Museum operates on the main Chelsea site and one remote site at Stevenage. Both sites have Control Rooms and will require security staff to be on the sites 24/7. A security contractor is required to provide an effective and efficient uniformed manned guarding service on a continuous bases. The service includes, but is not confined to: • Control Room manning, alarm and CCTV monitoring • Provision of staff for static and mobile posts • Key control • Car park monitoring and control • Receipt of goods • First Aid support • Emergency and evacuation duties • Investigation and verification of alarms including fire • Production of reports and maintenance of documentation • Other duties that may be mutually agreed from time to time The successful bidder will be required to provide a well led and managed security team who will: • Provide a uniformed security service in compliance with all legal and statutory constraints • Support routine and emergency manning levels at all times • Demonstrate compliance with contractual provisions • Maintain agreed levels of screening, vetting and training • Ensure quality assurance criteria are met • Meet all reasonable requests for relevant information regarding security staff or corporate information Duties fall into four main categories: i) Control Room supervision, and monitoring of all Museum Buildings ii) Patrolling iii) Staff entrance duties, car park and key control iv) Access control including public entrance duties The minimum number of staff to be provided will be 8 persons per day and the maximum being 10 persons per day. Occasionally the Museum may require additional security staff which will be provided at the same rate as the main contract.
