Tender description

Blackburn with Darwen Borough Council are seeking a Prime Provider of Healthy Child Programme 0-19/25 Public Health Nursing Services. The funding allocation and contract duration is for a period of 3 years initially. This is an exciting opportunity to build upon established strong local partnerships to develop a modern and innovative delivery model for Healthy Child Programme Services in a forward thinking, Public Health focussed upper tier Local Authority. The Borough Council will be looking for bidders to submit innovative bids, with bold new delivery models to work within a collaborative offer alongside other services for children, young people and families. The tendered contract will include a number of currently separate Public Health commissions, which will be re-modelled within the new Healthy Child Programme Start Well Offer. Specifically, this includes: — Healthy Child Programme: 0-5 years (Health Visiting) — Healthy Child Programme: 5-19 years (School Nursing) — Specialist Breastfeeding Services — Third Sector Commissions for CYP health improvement — Volunteering and peer support for young families — Facilitating access to universal health and well-being services for Young People. There is a local strategic vision to re-design and re-frame the progressive universal offer for children, young people and families, within which commissioned public health services would sit, alongside other Local Authority and third sector services. There is an opportunity for CCG commissioned services to also collaborate within this model as it develops. The vision for Blackburn with Darwen is that the Prime Provider Services to be procured, will sit within an evidence based Collaborative Start Well Team, alongside Early Years and Early Help Services, some Send services and potentially some Youth Services. This team will form and function under the principles: — Shared child and family records — Collaborative outcomes tool — Collaborative pathways specific outcomes — Shared Policies and Procedures — Collaborative Case Management System — Collaborative Management and Leadership — Single Point of Access/Contact — Collaborative governance — Collaborative performance management — Collaborative service branding and promotion — Working with and to support a range of collaborative partners to ensure legal, statutory and regulatory frameworks are maintained. There is a long term vision that the Start Well Offer will develop and grow around the foundation services, of which this procured Prime Provider Service will be key. This event will give bidders an opportunity to: — Engage with commissioners to understand our challenges, intentions and desired outcomes for our services; and — Effectively plan for any potential forthcoming procurement and enable the potential formation of supply chains and/or consortiums.
