Tender description

The Climate Change Act 2008 created a legally-binding long-term framework for the UK to cut carbon emissions and to manage climate risks. It also created the Committee on Climate Change (CCC) as the independent expert body, to provide advice to the UK Government and the devolved administrations on setting and achieving emissions reduction goals through to 2050, and how the UK can adapt to the impacts of climate change. As part of the Chinese President’s State Visit to the UK in 2015, the UK Secretary of State for Energy and Climate Change announced that the CCC and the Chinese Expert Committee on Climate Change would work together to develop an approach to monitoring the risks from climate change [link: https://www.theccc.org.uk/2015/12/09/committee-on-climate-change-to-collaborate-with-chinese-counterpart-to-assess-climate-risk/ ] . During COP21 the CCC formally signed a joint agreement to work with the Chinese Expert Committee on Climate Change to develop risk indicators relevant to policy decisions. We are looking for an experienced Project Manager who will take on the management of the work described above. They will be responsible for liaising with both the UK and Chinese teams that are doing the work in order to deliver the outputs on time, within budget and the agreed scope. They will report to the CCC. The role includes coordination, including some editing and drafting, of two reports: an interim report to be delivered in early 2017 and the final report to be delivered in 2018. It also includes coordination and working with the CCC and the Chinese Expert Committee to deliver several joint UK-Chinese meetings to discuss the outputs, as well as associated discussions and interactions to ensure the project runs smoothly. A crucial part of this role is ensuring that the work being carried out by the UK-based teams properly integrates and reflects the work being carried out by the China-based teams (and vice versa).
