Tender description

Scottish Water is seeking to appoint Tier 1 Contractors to support the delivery of its future Quality and Standards IV (Q&S IV) capital investment programme for the regulatory period starting 2015. The 2 programme areas to be delivered by the Contractors, will include Lot 1: Civil Engineering (across Water Infrastructure, Waste Water Infrastructure and Non Infrastructure) covering, but not limited to, construction projects on Scottish Water Assets, network main replacement and rehabilitation; pipe bursting, slip-lining and mains-laying and minor mechanical and electrical work, and Lot 2: Mechanical and Electrical (across Water Infrastructure, Waste Water Infrastructure and Non Infrastructure) covering, but not limited to maintenance projects, refurbishment and extensions to pumping stations, minor civils construction works and minor works at service reservoirs. Each Lot will require pan Scotland delivery (although Scottish Water reserves the right to award on a geographical basis) and will exclude the Western, Shetland and Orkney Isles. A more detailed description is given in the breakdown of lots in Annex B. The Contractors are required to act as a Tier 1 provider to Scottish Water’s in-house delivery arm, Scottish Water Managed Delivery, and should be capable of self delivery within 1 or both Lots. There is no predetermined estimate of the value of work that will be allocated to successful bidders. It is therefore anticipated that the allocation of work will be dependent on the delivery capacity that can be made available by those bidders who are most economically advantageous to Scottish Water. The Contractors are required to provide expertise, guidance, support and resources in design, planning, management and delivery of Waste Water Infrastructure, Water Infrastructure and Non Infrastructure across Civil Engineering and Mechanical and Electrical work. This may include new assets, renewals, modification, maintenance, refurbishment and extensions to water networks, sewerage networks including UIDs and sewer rehabilitation works, and pumping stations. Although performance will be continually monitored there will be formal Price and Performance reviews undertaken, aligned with the Water Industry Commission for Scotland (WICS)'s 3 yearly investment reviews. Subject to satisfactory reviews during the 1st regulatory period the contract may then be extended at the sole discretion of Scottish Water into the next regulatory period. It is envisaged that between 5 to 8 Applicants per lot will be invited to tender.
