Commissioning a Carer Support Service for Ealing

Ealing Council and Ealing Clinical Commissioning Group (CCG) are responsible for the commissioning of Adults` and Children and Family services that support the residents of Ealing. This includes services for the estimated 35,000 carers in the borough. The Council and the CCG are committed to increasing the health and wellbeing of the population and enabling people to directly manage their own care, maximising choice, independence and control. The Council and CCG are looking to commission a Carer Support Service which will contribute to an improvement in the wellbeing of carers in the borough, and strengthen and sustain them in their caring roles and to support the Council to enact the new duties to carers now in force under the Care Act 2014. We now propose to undertake a tendering exercise to procure a new service to be operational from April 2017. This will be undertaken through the use of the Due North Portal for the submission of tenders. The new contract for the Carer Support Service will be for three years with an option to extend for up to two years. Applicants will be invited to tender by a specified date and time and tenders will be considered from individual organisations or consortia. A panel of council and CCG officers will evaluate the responses against pre-set criteria with the most suitable applicant being awarded the contract. The tender award criterion for this tender will be based 100% on quality as this will be a fixed price contract. The Service will support carers of people of all ages with all conditions. This will include, amongst others, parent/carers of children and young people with disabilities, and young carers aged 8 to 18.
