Socially Excluded Housing Support Service

Tender description

The Royal Borough of Kensington and Chelsea is seeking expressions of interest from private, voluntary and third sector organisations experienced in providing medium support accommodation-based services with extended hours of cover for socially excluded groups. By socially excluded groups we are referring to people with multiple needs resulting from a history of homelessness, rough sleeping, mental health and/or substance use issues and offending and challenging behaviours. This procurement exercise covers four LOTS of services with a combined capacity of 209 bed spaces across 23 properties in the north of the borough. Providers can bid for one, a multiple of, or all four LOTS. However providers can only be awarded a contract for one LOT. In the event a provider wins more than one LOT they will be awarded the LOT they won by greatest MEAT ratio. In this instance the second ranked provider will be awarded the LOT provided they had not been awarded another LOT. Contract award will be for five years with an extension of two years, subject to performance. The Socially Excluded Housing Support Service aims to provide a high quality, responsive and cost effective extended hours based support service to adults over the age of 18 with multiple and challenging needs. The aim is to assist them in reaching their own potential and in sustaining their own tenancy. The priority is to work with adults who at the time of their referral need housing related support to enable them to live independently in the community. This is to be achieved through linking clients with a range of local and community resources, such as education, harm minimisation and employment opportunities. This procurement process is being run through the Royal Borough of Kensington and Chelsea’s new electronic tendering system.
