Tender description

The 111 Project Board and Welsh Government wish to commission an evaluation that will help to identify whether the introduction of 111 within the Abertawe Bro-Morgannwg University Health Board (ABMU) (with a contingent to extend the scope to the Carmarthenshire area) is providing an effective service for patients who need to access urgent care, in line with Prudent Healthcare principles. As part of the evaluation, the Authority will also wish to review the process of 111 implementation within both pilot areas, and to consider what lessons can be applied if this service model as it is rolled out to the rest of Wales. The main objective for 111 NHS Wales will be to help people with urgent care needs get the right advice in the right place, first time. Ultimately, this free-to-use number (and the linked web-based services) will be an instantly recognised brand for the NHS (and potentially other parts of the wider health and social care system) offering support and advice to patients and carers 24 hours a day, seven days a week. The evaluation will include quantitative as well as qualitative methods, with a focus (wherever possible) on outcomes, and the impact on the local health and social care services. There is an expectation that there will be regular and timely reporting to enable both local and national decision-making to support best practice and potentially the roll-out of the 111 Service across NHS Wales. The All Wales Shared Services Partnership will formally host the commissioning of the evaluation on behalf of the 111 Project Board.
