The LSC is committed to delivering the Compact which is the agreement between Government and the voluntary and community sector in England about how they should work together. Key elements include codes of practice for consultation, funding and procurement. The LSC North West has a responsibility as a Co Financing organisation to deliver key elements of the ESF programme 2007-2013 in the region and acknowledges the need to work closely with the third sector if it is to achieve the agreed outcomes. It is not feasible, nor appropriate, for the LSC to engage directly on a day to day basis with the wide range of third sector providers who can make a valuable contribution to delivering the ESF programme. The LSC must, however, ensure that the needs of the sector are captured and met. It will achieve this through intermediary organisations or partnerships which can offer a dialogue between the LSC and the third sector on both strategic and technical aspects of the programme. These intermediary organisations will also provide information and support to the third sector covering the whole of the ESF process from consultation on Co Finance plans, through Pre Qualification Questionnaires (PQQs), Invitation to Tenders (ITTs), and post tender activities such as contracting and delivery and also in developing and sharing best practice.
