InTRANSIT Festival of Arts Event Producer Public tender advertisement Request for Quote – February 2016 The Royal Borough of Kensington and Chelsea (RBKC) invites tenders from suitably qualified and experienced individuals or organisations to produce and manage the annual InTRANSIT Festival of Arts that presents an ever expanding stable of emerging and established artists from Britain and abroad to bring the streets and hidden spaces of Kensington and Chelsea alive each summer. The Council (RBKC), as the Contacting Authority, intends to carry out an Open Procedure to award the contract to One Provider. One provider will be appointed for a three-year period, from 2016 to 2018, with the Council awarding an annual award of £50,000, to include fee and expenses, commissioning, production, licensing, marketing and promotion. Tenderers must be rated as not higher than average risk of financial failure. The provider(s) appointed will deliver the following for each year of the festival: • An open call to artists for event or performance submissions that reflect the annual theme of the festival, and to respond to all expressions of interest • The programme of events for the festival • Letters of Agreement or Contracts with all third-party suppliers including arts organisations, venues, designers, printers and others entering into a contractual relationship with the festival • The booking or hire of suitable locations, indoor or outdoor, for all festival events and activities, and the securing of all permissions and licences required. • Coordination and management of all festival volunteers • The marketing and PR strategy for the festival including the festival opening event. • A closing report for each festival, to include audience and partner feedback, attendance statistics, a summary of social media and press activity, a breakdown of the full budget, and delivery against annually-set Key Performance Indicators.
