Tender description
Integrated Offender Management (IOM) brings a multi-agency response to crime and re-offending threats faced by local communities, by managing the most persistent and problematic offenders. These offenders are identified jointly by partner agencies using a pre determined criteria. The HIOMS service is an integral part of IOM which aims to provide specific specialised interventions to IOM offenders. The principal objectives of the service are to reduce crime and re-offending and engage treatment naïve substance misusing offenders with appropriate specialist community-based treatment options at the earliest opportunity. Also to address substance misuse, by providing the right interventions to the right individuals at the right time. The Offender Rehabilitation Act (ORA) was introduced in February 2015 and made all offenders spending over 1 day in custody, statutory offenders. This allows CRC (Community Rehabilitation Company) and NPS (National Probation Service) to manage offenders better with licence and supervision conditions. Following the introduction of this Act, it was apparent that the IOM service needed to evolve. As a result the OPCC will commission a transitional community-based HIOMS model under a 12-month single tender agreement to ensure continuity of provision of core services during full implementation of CRC and NPS service models and review of NHSE Liaison and Diversion.
