Tender description

North Somerset Council will be running a procurement for: A Service which will provide a range of focused opportunities for Service Users to participate in meaningful activities during the day and evenings. The Provider aims to develop a range of opportunities for people in response to their individual needs and choices. They will be expected to deliver outcomes as appropriate to each Service User. Each Service User will participate in a range of activities to enable them to maximise their achievement of agreed outcomes. The activities are provided within a day service setting and within the community. Taster sessions are offered for people to try out before making a choice. Opportunities will include specialist services for people with more complex needs who are already receiving a Service from within the Block Contract. New referrals for specialist services will be separately purchased. The Provider will have a strategy for supporting people to move through day services that will enable them to access other services, local employment and training opportunities. The Provider will maintain and develop appropriate local partnerships so that activities can be delivered by the most appropriate staff in the most appropriate place. Where the Service User would be unable to access the activity unless transport and support were made available, the Provider shall facilitate transport options and travel opportunities, where required and requested. The Provider will implement a variety of systems and processes, which will ensure that people can access activities of interest and value to them in the most appropriate venue. This will include supporting people in creative ways to determine what is right for them at that time. The Provider will use processes to determine outcomes are being met for each Service User. Individual success or lack of progress should be monitored to ensure that individual or group activities do not stagnate but are continuously developing to meet people's needs and maintain their interests and skills. The tender documents for this procurement will be made available around early/mid August and will be accessible through the councils procurement portal www.supplyingthesouthwest.org.uk The Council recognises that this procurement falls under the Light Touch Regime as introduced in the Public Contract Regulations 2015. The Council intend to create a bespoke procurement procedure for this tender, using both the Open style tendering with a Negotiation phase added. It is likely from advertising of the tender documents that the procurement process will take around 2-3 months. Please be aware that this Prior Identification Notice (PIN) is not a call for competition and the tender documents will not be made available other than on the above mentioned website or before August. This PIN is purely to allow interested providers factor the timings into diaries.
