Tender description

This is a Prior Information Notice (PIN) only: Publication and Call for Competition will be conducted once scope of work is fully defined and approved. DFID is seeking to appoint 2 different service providers to deliver the following services within Mozambique. Requirement 1: DFID is seeking a Service Provider (SP) to design and implement the Local Level Challenge Fund (MOLA LLC): A technical Assistance package that is intended to serve: 1) those local authorities that can achieve basic principles of transparency in a total of 33 local cadastral services, securing their respective public engagement on land transactions and administration to ease land availability, reduce speculation and land conflicts; 2) To build on those local authorities that can ‘use’ land information for territorial planning, developed with public consensus, consolidating their initial technical assistance with a new focus on territorial planning tools; 3) To offer suitable conditions for local bodies to openly be able to compete, bid and fund successful local authorities plans in suitable areas increase the economic chances for land holders and reducing the share of risk and uncertainty for investors at local level. Requirement 2: In addition, DFID is also seeking a Service Provider (SP) to design and implement a Land Tenure Security (LTS) Technical Assistance package to the Ministry of Land Rural development and Environment (MITADER). The service provider is expected to establish MOLAMP as a delivery unit to MITADER that can function as: i) TA support to MITADER land tenure security achievement of priority activities related to MOLA, Terra Segura (GoM), Landscape (WB) and Gesterra, among others; ii) Appoint and contract a monitoring and evaluation team to report MOLA Land tenure services, either being the supply side (LLC) activities on the Beira corridor or the demand side/community delimitation and demarcation (iTC). MOLAMP must comprise a small cadre of LTS highly skilled staff with a combination drawn from the public and private sectors, and able to achieve direct access to the political leadership in order to mobilise senior policy makers to meet and discuss adequate issues around land, and ensure that those are resolved and decisions made. The unit will focus on a limited number of explicit priorities and establish an effective data collection and reporting system combined with regular performance monitoring to maintain a continual focus on MITADER/LTS objectives. The above will constitute 2 separate contracts and 2 different Service Providers. It is recognised that whilst the 2 requirements are complementary, the MOLAMP Service Provider must be able to provide a clear and objective monitoring and evaluation function of the LLC requirement. On this basis, prospective bidders are only able to be successful in the award for a maximum of 1 of the requirements.
