Tender description

The Tri-borough Local Authorities are implementating a significant change programme partly funded by the DfE’s Innovation Fund. The programme will: • create time for practitioners to work intensively with families • develop their knowledge, confidence and expertise in evidence-based interventions with families that are most effective in creating change • change the system conditions which reinforce and steer practice. The Royal Borough of Kensington and Chelsea (the buyer) on behalf of Tri-borough Children’s Services is commissioning providers to deliver the skills development element of this programme. This training will be rolled out to all staff providing social care services to children and families in Hammersmith & Fulham, Kensington and Chelsea and Westminster. Three of the four strands within the skills development programme are in place: Accredited training in Systemic Practice¹ Parenting Approaches² Motivational Interviewing The Royal Borough is now seeking to award a contract to deliver training on ‘applying systemic ideas to high risk scenarios’. These include family situations where children and young people are exposed to high levels of risk, for example where there is identified or suspected/denied child abuse and neglect, domestic violence, or child sexual exploitation. This training will build on the training in Systemic Practice and integrate with the other training strands to form a coherent learning programme. About the buyer’s selection process The Council is using the open tendering procedure for this procurement and all tender documents (including specification) will be available via the procurement portal “capitalesourcing” (www.capitalesourcing.com.) from 23.2.2015 to 20.3.2015. Bidders will be required to submit their bids by noon on 20 March 2015 and all communications will be via the “capitalesourcing” portal. The contract start date is anticipated to be 1 May 2015 and the contract term will be 21 months.
