Opportunity The tri borough Local Authorities are implementating a significant change programme partly funded by the DfE’s Innovation Fund. The programme is designed to: • create time for practitioners to work intensively with families • develop their knowledge, confidence and expertise in interventions with families in order that they are more effective in creating change • change the system conditions which reinforce and steer practice. The Royal Borough of Kensington and Chelsea (RBKC) on behalf of Tri-borough Children’s Services is seeking to award up to four contracts to deliver the skills development element of this programme - training and reinforcing learning to staff providing social care services to children and families in Hammersmith & Fulham, Kensington and Chelsea and Westminster. The opportunity is divided into four Lots. Lot 1: Systemic Practice ; Lot 2: Family Centred assessment and intervention (Signs of Safety or alternative) ; Lot 3: Parenting Approaches ; and Lot 4: Motivational Interviewing. Bidders can choose to bid for one, two, three or all four Lots; and to bid alone or in partnership. The four lots need to be complementary and form a coherent programme for staff across all of children’s services. Buyer’s selection process The Council is using the open tendering procedure for this procurement and it is currently proposed all tender documents (including specifications) will be available to be accessed via the procurement portal “capitalesourcing” (www.capitalesourcing.com.) from 3.10.14 to 27.10.14. Bidders will be required to submit their bids by noon on 31.10.14 and all communications will be via the “capitalesourcing” portal. The contract start date is anticipated to be 26 January 2015 and the contract term will be 24 months. The award criteria for each lot will be the most economically advantageous tender in terms of the criteria stated in the invitation to tender. The buyer is RBKC
