Tender description

Mr Richard H Mackenzie CB was appointed as Local Government Boundaries Commissioner (LGBC) for Northern Ireland with effect from 1 July 2008. The context for his appointment is the Local Government (Boundaries) Act (Northern Ireland) 2008 which provides for the establishment of 11 local government districts in Northern Ireland, for the division of those districts into wards, and for the Commissioner to make recommendations regarding the names of those districts and wards, and the number of wards in each district. The Commissioner is required to submit a final report of his recommendations by 30th June 2009. Within this timescale, the Commissioner is obliged to publish Provisional Recommendations and invite representations on those recommendations. The announcement of the Provisional Recommendations is scheduled for Wednesday, 17th September 2008. Public Hearings The consultation process includes the holding of 11 separate public hearings before Assistant Commissioners to give interested parties the opportunity to make oral representations. One hearing will be held in each of the proposed new local government districts. The intention is to appoint 11 Assistant Commissioners who will each preside over one hearing at a venue determined by the Commissioner The programme envisages three groups of hearings being held between 20th and 28th November 2008. The first group will comprise 4 hearings being held simultaneously on 20th and 21st November in Belfast, Londonderry, Kells and Newcastle; the second group will comprise a further 4 simultaneous hearings being held on 24th and 25th November in the Greater Belfast area, Coleraine, Inrvinestown and Portadown; with a final group of 3 simultaneous hearings being held on 27th and 28th November in Bangor, Cookstown and Templepatrick. The Service Provider will therefore need to be able to fulfil the requirements listed in the specification below in up to four venues in different locations at the same time.
