Tender description

Sandwell Metropolitan Borough Council (the Contracting Authority) is seeking a commercial partner to manage large format advertising and sponsorship assets, by way of concession, using a Competitive Procedure with Negotiation. The successful commercial partner will be responsible for the installation and maintenance of the initial large advertising sites across the Borough, and will be able to exploit the opportunities for selling of advertising on these formats. The Contracting Authority requires a guaranteed capital and revenue return. The successful commercial partner will also be responsible for working with the Contracting Authority to identify and optimise other potential sites across the Borough of Sandwell for approval, and for bringing approved sites forward for development as part of the concession. Further details are set out in the tender documents. The Contracting Authority has identified 2 No initial sites capable of displaying multi-faced large format adverts and an indicative pipeline of future such sites to be brought forward under a new concessions contract. The Contracting Authority is proposing to award the concession on the basis of proposals for the initial sites but also on the basis of indicative proposals and quality of partnering approach for pipeline sites. The maximum duration of the concession contract has been determined on the basis of the time that the successful commercial partner could reasonably be expected to take to recoup the investments made in operating the subject matter of the concession together with a return on invested capital taking into account the investment required to bring about the development/installation of both the initial and pipeline sites during the life of the concession contract.
