Tender description

Birmingham and Solihull Youth Promise Plus (YPP) is a Greater Birmingham and Solihull Local Enterprise Partnership (GBSLEP) endorsed initiative funded through the European Commission ESIF 2014+ European Social Fund (ESF) and ‘Youth Employment Initiative’ (YEI) arrangements. The project covers the Birmingham and Solihull municipal areas which form the areas of greatest need within the wider GBSLEP geography in terms of youth engagement and unemployment. Birmingham City Council are seeking to appoint organisations for the delivery of the Birmingham and Solihull Youth Promise Plus Specialised Intervention Worker Services for NEETs. Within this service area, Suppliers are required to recruit, employ, manage and deploy Intervention Workers who, on a case-loaded basis, will engage with, and provide holistic and tailored personal support to, NEET (Not Engaged in Education, Employment or Training) young people (15-29 year olds including both unemployed and economically inactive) with the specific aim of progressing them into positive outcomes including education, training, work experience and ultimately sustainable employment. Workers will be attached and embedded in a range of existing service access points and other suitable premises/locations. The primary aim will be to create continuous support for the project participants as part of a seamless progression into sustainable employment (including tapering in-work support). Intervention workers will work closely with Employment Development workers placed within allied YPP Employer–facing contract Suppliers to ‘unlock’ employment opportunities for young people. BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
