Tender description

Gloucestershire County Council (GCC) is responsible for designing and implementing Highways Restrictions within Gloucestershire. All Highways restrictions are brought into effect through a legal process resulting in a Traffic Regulations Order (TRO). These Orders can describe the extent of a restriction in text or set them out in a “mapped” schedule as part of the paper Order. A GIS digital mapping solution is needed to produce these printed maps and digital copies which are routinely provided in response to a public request. A summary of the requirements are listed below: A digital map based system for managing and maintaining Traffic Regulation Orders; A digital system to manage permanent, temporary and experimental Traffic Regulation Order (TROs) as well as enforceable and advisory restrictions and controls not requiring an Order, as defined by TSRGD 2016; Generate printed mapped schedules to Traffic Regulation Orders etc (TROs) based on mapped designs created and held within the software/database system; Allow a full system audit including the retention and search of historic records; Provision of system updates, system security backups; Provision of training; Licenses for the new service; On going maintenance and support of the service; Hosting of the new service; Keywords: software, GIS, order, regulation, traffic
