Tender description

The purpose of publishing this Prior Information Notice is to alert potential bidders of a Market Engagement Event that is to Take place on 13.6.2016 in Worksop between 9:00 and 12:00 hours. Doncaster and Bassetlaw NHS Foundation Trust's (the Trust) intend to contract for the provision of patient feeding Services and staff and visitor restaurant and associated retail catering outlet services at the Trusts 3 hospital sites namely: — Doncaster Royal Infirmary (DRI) — Bassetlaw District General Hospital (BDGH) — Mexborough Montagu Hospital (MMH). Catering facilities are currently provided by a mixture of in-house staff/visitor restaurants, coffee shops and a snack bar supplemented by 3 voluntary sector provided outlets. The Trust wishes to engage with the market widely to give it: — The opportunity to help shape the requirements for catering services at the Trust and to help inform the future tender specification — Encourage a more responsive market — By giving the market sufficient time to prepare to meet demand e.g. by ensuring the right skills and resources are in place —Provide the market with an opportunity to ask questions/raise queries and address any issues at an early stage. The purpose of this market engagement event is to seek views and feedback on the: — Draft documentation produced — Specification and schedules to reduce the number of clarifications during the tender process — Procurement timetable — Proposed lot structure — Proposed SLA's and Service Credits. In addition we would seek to discuss: — The contract duration — Extension options — Contract mobilisation period — Savings, profit capping/sharing schemes — Successes and any pitfalls and risks to be avoided when considering the best way to contract for this type of service — Increase/decrease in service demand — A template for submitting pricing proposals. At present the intention is to have 3 lots as follows: — Lot 1 — Patient Feeding Services — Lot 2 — Retail Catering services — Lot 3 — Patient Feeding and Retail Catering Services. The Marketing engagement event venue details will be shared once an expression of interest with delegate information is received. The draft specification will be shared with potential bidders on 6.6.2016. Further documentation will be forwarded as it is developed prior the Marketing Engagement Event. This Prior Information Notice (PIN) is not a call for competition for the purposes of Regulation 26(9) of the Public Contracts regulation 2015. A specific call for competition for this planned procurement is likely be published by means of a contract notice in or around July 2016. The purpose of this PIN is an early notification to the market of the Trust's intention to publish a contract notice for these services in the next few months. It is anticipated that the contract will be awarded to the successful bidder in November/December 2016 with services commencing in March 2017. It must be stressed that involvement in this market engagement event Will Not be regarded by the Trust as a formal expression of interest in any future tendering exercise or confer any preferential treatment when it comes to the tender process. Please register by 9.6.2016, 17:00 hours to confirm your attendance through the portals online messaging system. All subsequent documentation e.g. draft specification will be published through the e-tendering portal and available as detailed above. By registering on the portal you will receive notifications altering you to the availability of this information. Clarifications may be issued through the-tendering portal as may your written, feedback on the Specification. By way of background the Trust secured Foundation Trust status in 2004 and serves a population of 420 000 from its 3 sites. DBH has a combined capacity in excess 1 000 beds, circa 5 000 staff and an annual budget in excess of 300 000 000 GBP. Additionally the Trust currently feeds over 1 000 patients daily.
