Tender description
Newport City Council in partnership with Aneurin Bevan University Health Board (ABUHB) to discharge their duties in accordance with the Social Services and Well Being (Wales) Act 2014 for Adult Mental Health clients and their carers invites tenders to establish contracts for the following services: 1) Advocacy; 2) Information, advice and assistance; 3) Counselling; 4) Skills, training and well being services. The services will be available to adults who live within the ABHUB geographical area who have a mental health problem, or be at risk of developing a mental health problems, or be a carer for someone with a mental health problem. Anuerin Bevan University Health Board and the Council wish to commission an Information, Advice and Assistance service that provides the following: Information — prompt and accurate information to enable individuals to make an informed choice about their well-being. Advice — working jointly with individuals to discuss what is important to them and what they want to achieve, considering options and reaching agreement on the way forward through a proportionate assessment. Assistance — ensuring action is taken that will assist individuals to access appropriate care and support or support in the case of a carer. A more detailed specification can be found in the ITT which is issued on etenderwales — registration for which and details of the Project, including PQQ and ITT reference numbers, can be found in Section IV.3) Additional Information. Anuerin Bevan University Health Board and the Council wish to commission a Counselling service for individuals with a wide range of mental health and well-being issues. Examples of these issues include but are not limited to: a) Helping individuals to cope with redundancy or work-related stress; b) Explore issues such as sexual identity; c) Deal with issues preventing them from achieving key goals; d) Cope with depression or feelings of sadness and have a more positive outlook on life. Further details can be found within the specification in the ITT issued on etenderwales — registration for which and details of the Project, including the PQQ and ITT reference numbers, can be found in IV.3) Additional Information section. Anuerin Bevan University Health Board and the Council wish to commission Skills, Training and Community Well Being Services that enables individuals with mental health problems to: a) Be independent; b) To be healthy and active; c) To be happy and do the things that make them happy; d) To contribute towards their social life and can be with the people that they choose; e) To feel valued in society; f) To learn and develop to their full potential; g) To engage and make a contribution in their community; h) To contribute to, and enjoy safe and healthy relationships. Anuerin Bevan University Health Board and the Council wish to commission an Advocacy service for adult mental health clients and their carers for a range of circumstances that include: a) When a person can only overcome the barrier(s) to participate fully in the assessment, care and support planning, review and safeguarding processes with assistance from an appropriate individual, but there is no appropriate individual available; b) When a person is involved in the safeguarding process; c) Where there are provider failures or concerns; d) Where there are changes to care arrangements; e) Where a person is being assessed or reviewed; f) Individuals, whom prior to making contact with the local authority, require advocacy to support them to access that information and advice.
