Tender description

NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from the following 3 sites: — Leeds Road Surgery, Leeds Road, Nelson, BB9 8EH; — Padiham Surgery, Station Road, Padiham, BB12 8EA; — Rawtenstall Surgery (Rossendale HC), Bacup Road, Rawtenstall, BB4 7PL. NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from Health Access Centre, Accrington Victoria Hospital, Haywood Road, Accrington, BB5 6AS. The CCG may also be interested in bids for provision of both services where economies of scale offer the best Value for Money without any adverse impact to quality. The aim of all the services is to deliver essential, additional and enhanced services to registered patients of each practice. It is proposed that the terms and conditions of all the services, including tariff arrangements, will reflect those contained in General Medical Services (GMS) contracts. It is envisaged that the contract lengths will be 10 years with an option to extend for a further 5 years subject to satisfactory review. Social Value — Under the Public Services (Social Value) Act 2012 the contracting authorities must consider: — How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area (area is the geographic area for which the procurement is taking place); and — How, in conducting the process of procurement, it might act with a view to securing the improvement.
