AFPRB Review of pay comparability methodology

AFPRB has pay comparability as an explicit part of its terms of reference (although some form of pay comparability work is undertaken by all the Review Bodies). AFPRB has traditionally taken a job evaluation approach to this subject, usually engaging one of the major consultancies, such as PwC. This approach usually excludes the element included in pay to cover aspects relating to the armed forces (eg. danger, separation) called “X-Factor” although AFPRB Members want this reviewed as some aspects – such as overtime – could be compared. This academic ‘think-piece’ is intended to ensure that the most appropriate methodology is used for the next major exercise, to inform the 2017 and later Reports.
