Framework Contract for Election and Electoral Registration Print requirements to NEPO Member and Associate Member Authorities within the North East region. The Framework Contract will commence 1.7.2016 and will run for a 48 month period. The Framework Contract has been established as a ranked list of 2 Contractors, whereby the Contracting Authority will issue a call-off order directly to the 1st ranked Contractor that can fully meet their requirements without re-opening competition. The Contractor ranked 2nd will only be required if the 1st ranked Contractor cannot fully meet all of the Contracting Authority's requirements. The call-off Contract will be on the terms specified within the call-off Terms and Conditions, supplemented as appropriate by such details as price and quantities which will be specified in the call-off order. Contractors appear in this notice in order of their ranking based on the outcome of the Award Questionnaire evaluation and Pricing evaluation with the highest ranked being the bidder with the highest score. If the 1st ranked Contractor notified NEPO that it is no longer able to supply under the Framework Contract, or if the 1st ranked Contractor is unable to fulfil a Contracting Authorities full requirements, or NEPO does not agree a price variation in accordance with clause 1 of the Special Terms and Conditions then Contracting Authorities may then place an order directly with the 2nd ranked Contractor on the Framework who can fully meet their requirements. Based on early stakeholder engagement, and due to the nature of the requirement, NEPO has not divided the Framework Contract into separate Lots. A sole supplier arrangement for this Framework Contract has historically proven best value and provides for an optimum delivery solution. The partnership benefit a sole supplier arrangement provides is essential in the delivery of the service element.
