SOFT MARKET TESTING QUESTIONNAIRE - THIS IS NOT A CALL FOR COMPETITION. The Purpose of this soft market testing exercise is to establish whether or not there is sufficient interest in the market for the delivery of this service, to inform any subsequent procurement exercise including the development and refinement of the Service Specification, associated terms and conditions and the most appropriate route to market. The Home Visiting Service for Families with a Child under 5yrs Service provides a high quality service of practical and emotional volunteer home-visiting support to families in areas where there are high levels of children with needs at Early Help Level 2 or 3 with at least one child under five years of age. The service visits families in their own homes once or twice a week, depending on the needs of the family, where the dignity and identity of each individual can be respected and protected.
