Tender description

This is a call to competition by IE for the procurement of a HCM and Payroll Client Advisor. This process replaces the previously advertised process, advertised on www.etender.gov.ie under notice number 104214. IÉ has a requirement for expert Client Advisory services to augment and support the procurement phase of the implementation of the HCM and Payroll project over the next 9-12 months. IÉ will draw on the consultant's knowledge of the HCM and Payroll systems and broad experience at applying best practices and proven methodologies to assist them to deliver this critical programme. Further details of the assignment can be reviewed at appendix 3 of the attached Pre-Qualification Questionnaire. Any applicants that have applied previously under competition 104214 must re-apply through this new tender process. Iarnród Éireann (IÉ) employs 3 813 staff Nationwide in 142 separate locations. Staff are paid weekly or monthly through a COBOL based bespoke payroll system. There are currently 5 separate payrolls that run on this system. The system is VAX VMS based but runs on a virtualised Integrity platform. The system is obsolete and needs to be replaced. With this in mind, IÉ needs to procure a new system. To facilitate this a tender for a new system or service needs to be developed and put to the market. It has yet to be decided if the current HCM and Payroll systems will be either: (a) Taken over by a new third party and run as a managed service; (b) Replaced with a new on premises system; (c) Replaced with an off-premises system but still run by Iarnród Éireann; (d) Replaced and run as a managed service off-premises. IÉ has a requirement for expert Client Advisory services to augment and support the procurement phase of the implementation of the HCM and Payroll project over the next 9-12 months. IÉ will draw on the consultant's knowledge of the HCM and Payroll systems and broad experience at applying best practices and proven methodologies to assist them to deliver this critical programme. This will also require working with IÉ to implement the necessary changes to their own processes to support this programme and to help ensure the transformational readiness of the organisation going forward. IÉ's requirement for Client Advisory services will also involve assisting with the various deliverables within the procurement phase of the HCM and Payroll System providing relevant expertise.
