Tender description

The HSC Business Service Organisation (BSO) Procurement and Logistics Service (PALS) invites you to respond to this call for tender (cft). If you wish to communicate with the buyer please do so by using the secure clarifications tab within the cft. The objectives of this procurement are to commission a service that will: — Provide independent advice and support for individual service users and their carers in relation to the range and scope of Community Care Services available to them; — Undertake a mediation role on behalf of individual service users or their carers with providers, and on occasions the HSCB in relation to the refusal, alteration or withdrawal of Community Care Services by a provider agency; — When appropriate, support individual service users or their carers to initiate and progress legal challenge to decisions regarding the provision of Community Care Services by a provider agency; — On occasions provide independent support, advice, mediation and initiate legal action on behalf and in concert with specialist user, advocacy, representative and special interests groups in relation to Community Care Services when the issue impacts on wider groups of service users. The service will be available to all those currently and ordinarily resident in Northern Ireland, including but not limited to: older people; persons with mental illness; those with physical, sensory or learning disabilities; those in institutional care, and carers of all these groups.
