Tender description

NHS England wishes to notify the market of forthcoming procurement to establish a multi-provider framework agreement for the supply of services to support sustainability and resilience to Primary Care Providers across England, including General Practices, Community Pharmacies, Dental Practices, and Optical services. We are seeking to engage the market to understand the current market place in terms of capacity and capability as well as to assist us in developing and shaping the service specification to incorporate potential solutions. This PIN serves as notice of forthcoming market engagement dates; providers from London and South Regions will be invited to attend during the 28.6.2016 in London and providers from North and Midlands & East Regions being invited to attend during 29.6.2016 in Leeds. Venues and exact timings are to be confirmed. NHS England and its key partners are currently delivering several initiatives to support General Practice, including the ‘Special Measures Peer Support Programme’, the ‘Vulnerable GP Practice’s: Pilot Programme, and the ‘Coaching Development Programme for GPs’. There are also a number of local initiatives such as the GP Development Fund in the South West and the Healthy London Partnership: Primary Care Transformation Programme. These measures will provide support to practices that are under pressure, ensuring patients have continued access to high quality care. An example of current assessment into the status of General Practice, the Care Quality Commission (CQC) are currently conducting an inspection regime which began in October 2014, and as of 18 April 2016, over 3,300 GP practices have been inspected: Number of Practices inspected Ratings Overall Percentage: 134 Outstanding 4.1 % 2728 Good 82.6 % 333 Requiring Improvement 10.1 % 106 Inadequate (in special measures 3.2 %. Whilst in general these ratings are a positive reflection, the nature of General Practice (often operating as small independent units) means that even high performing practices can quickly fail, particularly with the loss of one or two critical staff. The core focus of the procurement framework will be to support the delivery of programmes to support General Practice, however we recognise that other primary care providers such as community pharmacies and dental practices may also be in need of support and as part of this process will be reviewing options to extend the scope of the procurement framework to cover all primary care providers. Key principle: Providing support to Primary Care Providers is more difficult than providing support to other NHS providers due to the sheer volume and diversity of practices. Moreover, there appears to be more competition constraints than apply to other providers. The intention in developing this framework is to facilitate support to primary care providers in a way that moves towards greater resilience and a strategically aligned sustainable model of care. Scope of the proposed Framework: Our stakeholders have been consistent in their views that a menu of external support should be available to primary care providers to secure improvement and build resilience. External support services will “assess and treat” through an offer comprising some or all of the following elements as appropriate to individual provider needs. Examples of types of support for Primary Care Providers include (and not limited to): 1. Diagnostic support (e.g. identifying the detailed needs of the Practice); 2. Clinical support: releasing capacity (diagnosis, records management, referral, history taking, medicines management); 3. Practice management: strategic and operational development; 4. Leadership and management: development of skills, organisational structure; 5. Infrastructure: specialist advice on IT, HR, premises, finance; 6. Organisational development: mergers; 7. Mentoring and coaching; 8. Reports/ Analysis. If your organisation is interested in providing services in any or all of these areas described above, please indicate your interest by: 1. This is purely a market engagement exercise to collect information from potential providers which will assist in the development and shaping of the service specification.
