Tender description

Worcestershire County Council's Design and Print unit sits within the Marketing and Communications team. It has a dedicated in-house design function which provides the majority of the Council's requirements, and the print, photographic and promotional requirements are sourced externally. Therefore, the Council is seeking to update a List of Approved Design & Print Suppliers from which any future purchases will be made. Organisations are requested to note, however, that inclusion on the Council's Framework does in no way constitute an offer of work or guaranteed any purchase contracts. Providing an artificially low price just to get on the framework will not work to your advantage. Should your quotations in the life of this framework not be in the same region as your initial submission you may be removed from the framework. You will be expected to honour and hold you original fees. Increase in costs due to the increase in paper will NOT be accepted. The council reserves the right not to use the framework and seek services from outside the framework should the suppliers not provide a competitive price. This approved list shall last for a period of 2 years with the option to extend by a further 2 years subject to the discretion of the council. No substantial increases shall be accepted should the contract be extended. Bidder should be aware that there will be no guaranteed volumes under this Framework Agreement. Bidders should be aware that the council is always reviewing services it needs which may result in alternative routes to market being introduced for specified categories or cost. Bidder must also be aware that the value of work conducted via this Framework Agreement may be lower than the estimate stated within the OJEU Contract Notice. This framework and individual call-off contracts shall be subject to the council's Terms and Conditions. In order for Worcestershire to increase its strategic alliances this framework shall be open to all identified Public Sector Bodies within the West Midlands Region. This includes: 1. Running a mini competition to ensure best value (Default) 2. Direct award where value for money can be proved and time is of the essence. The council's Marketing and Communications team shall co-ordinate the supply of all the Council's design and print requirements. It is envisaged that the majority of requirements will be provided by organisations from the Framework who will be requested to quote competitively for specific requirements.
