Tender description
Midland Heart is contracting for energy procurement and associated services for its large portfolio of office, communal and residential supplies. We are looking for a high quality solution for the specified energy procurement and associated services contract from a high quality provider that delivers a service that is demonstrably focussed around the needs of Midland Heart. Midland Heart are looking to appoint 1 supplier to manage all of the stipulated services within the specification. The contract duration is 8 years and 4 months in total. Bidders are requested to study the ITT document and any attachments in detail and ensure that the specified requirements can be met and thus your understanding of our requirements is reflected in your Quality and Pricing schedule return. Midland Heart's supply year runs from 1st October to 30th September each year. The energy to be procured under this Contract is for the period 1.10.2019 to 30.9.2024, the energy for each supply year to be purchased in the 3 preceding years as follows: — Oct. 16 to Sep. 19 purchasing period for the 19/20 supply year; — Oct. 17 to Sep. 20 purchasing period for the 20/21 supply year; — Oct. 18 to Sep. 21 purchasing period for the 21/22 supply year; — Oct. 19 to Sep. 22 purchasing period for the 22/23 supply year; — Oct. 20 to Sep. 23 purchasing period for the 23/24 supply year; As of 1.10.2015 energy is being procured for the following number of sites: — Half Hourly Electricity: 12; — Non-Half Hourly and Unmetered Electricity: 1517; — Gas: 130. Following the implementation of P272, the number of Half Hourly MPANs will total 41 and Non-Half Hourly/Unmetered MPANs will total 1488 (based on current figures). Implementation of P272 is anticipated to be before the end of September 2017. As of 1.10.2015 the estimated annual consumption by fuel type is as follows: — Half Hourly Electricity: 4 557 875 kWh; — Non-Half Hourly and Unmetered Electricity: 11 448 283 kWh; — Gas: 24 271 329 kWh. Following the implementation of P272, the estimated annual consumption for Non-Half Hourly electricity will reduce to 8 620 816 kWh and Half Hourly electricity will increase to 7 385 342 kWh (based on current figures). Implementation of P272 is anticipated to be before the end of September 2017. In light of the requirement to commence the purchase of energy in October 2016, mobilisation of this Contract should be thoroughly prepared for in advance for immediate implementation upon Contract signing. All bidders must meet the minimum criteria set of Pass/Fail within the Invitation To Tender (ITT) of Quality and Price and the Tenderer Questionnaire in order for Midland Heart to score the rest of the tenderer bid. The Tenderer Questionnaire will assess the bidder for their Insurance, Financial Standing, Business Probity and Reference standing. The criteria set is a Pass/Fail. Financial Standing — The bidder (as a stand alone business unit, not a group) must be able to demonstrate a minimum annual turnover equivalent to 2 times the contract value per annum. Bidders are required to submit their most recent 2 years audited accounts. It is a requirement that Midland Heart is satisfied you do not pose a risk for us to enter into a contract with your organisation, therefore your Net Current Liabilities will also be assessed. Bidders must also hold the following levels of insurance: 1. Employers Liability — 5 000 000 GBP; 2. Professional Indemnity — 5 000 000 GBP and also must obtain from the utilities supplier the following levels of Insurance Employers Liability — 5 000 000 GBP, Product Liability — 5 000 000 GBP and Public Liability — 5 000 000 GBP. The estimated contract value is 18 000 000 GBP over the period of 8 years and 4 months. Note: The contact price being paid for the final 5 years of the contract only. The annual value of the contract will be an estimated 3 500 000 GBP.
