Tender description

This Expression of Interest (EOI) has been issued by the Authority, SGN Natural Gas Limited, in connection with a competitive procurement event conducted in accordance with the Negotiated Procedure under the Utilities Contracts Regulations 2006 (As Amended). This EOI sets out the information which is required by the Authority in order to assess the suitability of potential Applicants in terms of their suitability, competence, experience and capability to meet the requirement. Requirement. SGN Natural Gas Limited intends to award a Framework Contract for up to 3 years with break points at the end of years 1 and 2. The Framework will be awarded to one Contractor for the initial phase of Distribution Network Operations commencing October 2016. Predominantly in Strabane and surrounding locations, there may be a requirement to undertake Distribution Network Operations in other towns within the ‘Gas to the West’ licence area. Most of the works will be in the low and medium pressure ranges (up to 75 mbar and 2 bar respectively), however, there will be a requirement to undertake intermediate pressure works (up to 7 bar). The anticipated works for the initial term of the Strabane area phase are as follows; —lay, test and commission gas mains infrastructure up to and including 7 bar pressure, pe range 32 mm to 355 mm dia. or steel equivalent (in the region of 14 km over 1 year). —lay, test and commission I&C and domestic services up to and including 7 bar pressure (up to 420 over 1 year). —Install and commission meters for I&C and domestic consumers. —Install, test and commission pressure regulating equipment up to and including 7 bar pressure, with associated governor compound construction & regulator kiosk / housing installation. —Provision of the emergency repair response service on our mains network 24 hours a day, 365 days a year to operate in the town of Strabane & rural locations within the licence area (including major escape management and emergency spares holding) —Response to metering faults. —Procure all material. The successful Contractor will be required to provide a 24 hr / 365 day emergency response and repair service to ensure robust network coverage in accordance with the network operator's safety case and licence conditions. Further low / medium / intermediate pressure works within the licence area will be awarded through future separate competitive tender events. Please note this is for expression of interest only.
