Tender description

Portsmouth City Council, ‘the Authority’, is inviting tenders from suitably qualified organisations, to deliver an Advocacy Support Service. The aim of the service is to achieve the following objectives: a) Independent Advocacy; b) Independent Mental Health Advocacy (IMHA); c) Independent Mental Capacity Advocacy (IMCA) — including IMCA in Deprivation of Liberty Safeguards (DoLS); d) Relevant person representative; e) Advocacy for Parents at Child Protection Case Conferences. The Authority is targeting to have awarded the contract by 18.4.2016 with a subsequent commencement date of 20.6.2016. Tender documentation can be accessed via the Council's e-sourcing system InTend at the following web address: https://in-tendhost.co.uk/portsmouthcc/aspx/home The purpose of the procurement is to appoint a suitably qualified organisation to provide good quality independent advocacy for the most vulnerable in Portsmouth's community which will support them to make decisions about their treatment, care and support. The service will be required to deliver different types of advocacy at different times, depending on people's needs/statutory requirements. As far as possible however, the service will deliver self-advocacy which is where an individual is supported to speak or act on their own behalf either as a member of a group or as an individual.
