Tender description

The UK's Department for International Development (DFID) is to fund the construction of a design, build and equip of a hospital on the small island of Tristan da Cunha in the South Atlantic Ocean. The island has an existing small hospital that is no longer fit for purpose and thus a new hospital that is more suited to modern medical standards is intended to be built adjacent to the existing hospital location. The hospital provides primary care with secondary care limited by the capacity and experience of the Resident Medical Officer and nursing staff combined with restrictions imposed by the facilities and equipment available at the hospital. Tristan da Cunha has limited design and technical construction capability. It is expected that a design and build basis to UK standards by an international supplier. However, there may be opportunities for the local Public Works Department (PWD) workforce to be involved in some of the construction activities. Any potential supplier should be prepared to make maximum use of local labour wherever possible. The project will commence in early 2015 and be completed by 2017. The isolation of Tristan da Cunha, its lack of local resources and limited accessibility makes this a unique and challenging undertaking. We will be contracting partners/suppliers to provide the design, build, equip and training function. The programme has 3 key interdependent elements, each intrinsically linked and critical for success: 1. Design, procure and build of a <1 000m2, modular construction, 4 bedroom fully equipped hospital, that includes at least an operating theatre, dental laboratory, X-ray facility, treatment room and reception area. 2. Procure, supply and fully equip the hospital appropriately, with a combination of new and existing apparatus. Large medical equipment will be procured separately and responsibility for transportation and installation will be required by successful supplier. 3. Deliver staff familiarisation of the hospital facilities and facility management operation and maintenance training for maintenance teams. Training provision in new medical apparatus provided. The contract (s) will be issued for 24 months, with a 4 month design phase, and full implementation will be subject to DFID's approval of design deliverables, including forward work plans for the remainder of the contract. A possible 12 month extension may be available if delays due to access / weather conditions prevent completion within the original timeframe. This is a Negotiated Procedure with call to competition as the nature of the services cannot be established with sufficient precision to permit the award of the contract using the Open or Restricted procedure. After evaluation of the submitted pre-qualification questionnaires, a minimum of 3 and maximum of 5 suppliers will then be invited to participate.
