North East Lincolnshire Council is undertaking preliminary market consultation (PMC) to help it determine the best way to deliver its statutory duty of seizing and detaining dogs believed to be strays within the borough, and has not formally ruled out any option for the delivery of this service in an alternative way. The current service processes approximately 550 dogs per year. Organisations are asked to complete a questionnaire, all documentation can be downloaded from www.yortender.co.uk using the reference number A5XA-3WY0YX. Organisations are invited to attend a 45-minute meeting during the afternoon of 27.1.2016. Non-attendance at a meeting does not preclude organisations from completing and submitting responses to the questionnaire. At this stage we are formulating our options and are inviting the market to provide the Council with information to help determine future options for delivery, this is not a call for competition and may/may not lead to a procurement. Lot 1 is for providers that can undertake to kennel dogs for a variety of lengths of stay, likely to be around 7 days on average, and that can admit dogs from, and return dogs to, customers who attend the Service Providers premises. Providers will also be required to process or re-home dogs that are not reclaimed. This is a requirement to take payments from customers, and maintain records for the purpose. The current service processes approximately 550 dogs per year. Any future service provider must ensure it complies with the Animal Boarding Establishment Act 1963, and that the kennels used to house stray dogs are appropriately licensed. Lot 2 is for providers that are unable to offer the full service detailed in Lot 1 but can act as a reception centre for stray dogs, particularly during Evening Hours [17:00 — 21:00], perhaps able to admit only a low number at a time. Dogs will be brought in by members of the public that have found them, or by Local Authority staff having seized them. Dogs will stay for short periods prior to reclaim or transfer to a longer-stay provider typically the same or next day. Lot 2 may include Providers that can return dogs to owners coming to reclaim them and processing payments for this. Any future service provider must ensure it complies with the Animal Boarding Establishment Act 1963, and that the kennels used to house stray dogs are appropriately licensed.
