Summary of the work Digital Programme to deploy new network and SaaS collaboration platform to NHSPS inline with their published business priorities to "Putting a new data and systems architecture in place" from the 2014/15 Stewardship Report Specialist role Programme manager Expected Contract Length 12 months Latest start date 1st June 2016 Maximum Day Rate £1,350 Who Speclialist Work With Other Project Members as required C-level Customer Team Business Stakeholders Internal IT Team External Suppliers What Specialists Work On The Technical Programme Managers role is to lead the strategic design and implement in-house information Solutions and networked software architectures that support core organizational functions, and assure their high availability. This individual will gain organisational commitment for all Solutions and software plans, as well as evaluate and select all technologies required to complete those plans. In addition, the Programme Manager provides technical leadership across the organisation, from strategic decision making down to the project planning level & delivery level. Skills & Experience • years work experience delivering transformation infrastructure Projects Extensive experience in developing strategic Solutions architecture plans. • Hands-on experience with business requirements gathering/analysis. • Proven experience in Solutions and network design and development. Proven experience in delivering solutions based on Microsoft Cloud Technologies, Azure & Office 365 • In-depth technical knowledge of network, PC, and platform operating Solutions, including Windows 10 • Proven project planning and management experience of delivering IT transformation Projects • Proven experience of managing 3rd party suppliers including Microsoft and its partner ecosystem • Proven experience of deploying enterprise grade networks Nice to Haves • 5 years experience of delivery Projects with Public Sector & 5 years delivering Projects within Telecoms Sector experience. • Hands on configuration of Azure and O365 tenants and components therein. Hands on configuration experience of network switches, routers & firewalls. Work Location Swindon, York, Bristol, Tonbridge, Lincoln, Stockport, London, Portsmouth, Bradford, Taunton, Newcastle, Preston, Birmingham, Cambridge Working Arrangments Swindon base, expectation 2-days a week with facilities to accommodate NHSPS staff and / or its suppliers as required. 3-days a week at any of the above locations and / or supplier sites at the customers discretion based on the needs of the Programme, predominantly London or Taunton. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Able to work on their own and under close customer supervision as required. Able to direct & lead a Team of technical specialists. • Able to effectively communicate with C-Level customers through to workers with low levels of digital technology literacy. • Works in a collaborative & open manner to develop the organisations IT Team. Leaves behind a legacy of learning that enables the IT Team to operate the services. Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers 1. Is this a new position or vacant position. if so will the incumbent resource be applying for the same role? This is a purely interim role for the duration of the programme only. 2. There is no security clearance needed for the role. Please confirm I confirm, there is no specific security clearance required for these roles 3. Is the 1st June start date negotiable? We have a resource but will only be available in 2nd-3rd week of June 2016. This date is fixed in order for us to keep the programme to time, start date must be 1st June. 4. This being a new procedure of procurement, We would like to know upon shortlisting a supplier, 1) When would you request the cvs after closing date of applications 2) What will be the turnaround times 3) Will there be any other criteria for selection apart from the specialist skills and experience that has been submitted. 1. CVs should be submitted as part of the application and by the closing date2. We will be doing interviews on the 30th May and notify the dates and times of these by 27th May3. The criteria for selection is as per the published submission and per the weightings porvided 5. We cannot submit cvs as part of the application. The procedure for the procurement has been set as below: (This is as per Digital Outcomes Team) The new application workflow is different from any previous framework. You are not asked to provide a CV at this stage. The first step of the new process are the yes/no questions that determine whether a supplier has the buyer's essential and nice to have skills. Once the opportunity closes the buyer will see the successful applicant and following the shortlisting process they 'shortlist' the supplier to take to the evaluate. Please advise? Yes, to clarify, we see that it is not possible to submit via this publication therefore based on the answers of Yes/No to the criteria we will shortlist potential suppliers after the close on the 26th and then notify shortlisted suppliers by 27th May and ask for CVs to be submitted by close of business on the 27th May so that we can evaluate and then contact suppliers in order to arrange interviews for 30th May. 6.
