Tender description

The requirement here is for the supply of smartcards to the National Entitlement Card scheme. This Invitation to Tender relates to PIN SC Ref:344497 and SC Ref: 344709 but is now limited to the supply of NXP JTA021G cards only. The National Entitlement Card (NEC) is funded by the Scottish Government to support high-quality easy to access public services for its 32 local councils. The Improvement Service (IS) coordinates Council operations and Dundee City Council (DCC) provides a managed service (called NEC Programme Office or NECPO) to support Councils and their service providers, and to manage contracts for goods and services to support NEC. There are approximately 2 000 000 NEC holders in Scotland. Examples of the major services which are underpinned by the NEC include (but are not limited to): a) Transport Scotland deliver concessionary travel to more than a million Scottish citizens through ITSO-compliant ticketing machines on Scottish buses; b) Local Councils use NEC for access to services such as school catering, library, leisure and local transport; c) Young Scot administer retail benefits, discount and travel concessions for 11-25 year olds; d) Scottish Government (Justice) provides proof of age service using the UK national Proof of Age Standards Scheme (PASS). Starting in July 2014 we began to introduce Javacards (NXP JTA021G) to replace the original Mifare© 4K card platform. This contract is to continue this migration while maintaining business as usual. We would expect the value of this contract, should the extensions be exercised, to be up to a maximum value of 3 000 000 GBP.
