Tender description

Crown Commercial Service (CCS) and Civil Service Employee Policy (CSEP) intend to establish a framework for the provision of OHEAP and Eye Care Services. The contracting vehicle will be available to Central Government (CG) Departments, their respective agencies, Non-Departmental Public Bodies, Arm's Length Bodies and the Wider Public Sector. The objective of this procurement is to develop a revised contracting vehicle to replace Framework RM932 and the DWP Eye Care Agreement Ref UI_DWP_100217 (NEC/3/0065). The new contracting vehicle is likely to include the provision of the following: (this list is not exhaustive and subject to change subject to further consultation with public sector organisations). OH — Attendance Management Referrals: — Pre-Appointment/ Pre-Enrolment Checks — Health Surveillance; — Fitness for Task/Safety Critical Work; — Immunisations/Vaccinations/Inoculations; — Workstation and Workplace Assessments; — Other specialist services, OHS Guidance and Education and Policy and Strategy Advice. EAP — Counselling Support: — Advice and Information; — Trauma and Critical Incident Support; — Management Support, Health and Well-being Promotion — Face-to-Face Counselling for Overseas Staff; — Additional Management Support; — Harassment and Bullying, and Mediation. Eye Care — Eye Sight testing for VDU users and dispensing — Specialist Safety Equipment: Additionally, CCS and CSEP intend to consider, as part of the consultation from this PIN, options for inclusion of provision of workplace adjustments in this contract. No decision has been taken on the inclusion of such requirements in this procurement. Eye Care Services are currently provided through a separate contract outside of RM932. However, the intention is to include it in the scope of the procurement at hand. The scope of this procurement may be broadened if additional OHEAP and Eye Care Services are identified through further market engagement. It is anticipated that the framework duration will be a 3-year period with the option to extend for an additional year (3+1). In order to help shape the procurement and encourage input from suppliers across the market, CCS and CSEP intend to host a supplier boot camp event and individual meetings with providers in May/June 2016. Engaging with a wide range of providers will enable supplier questions to be addressed and will allow feedback/input to contribute to the development of a future-proofed, efficient and cost-saving framework. Specific details of the supplier boot camp are yet to be finalised. Once the date, location and venue have been confirmed, this will be communicated to suppliers who have expressed an interest to participate. The publication of this PIN intends to: — Raise market awareness that CCS is undertaking a procurement exercise with the intention to replace current OHEAP and Eye Care arrangements when they expire; — Identify suppliers who would like to attend the supplier boot camp and other supplier engagement events; — Stimulate market momentum and provide interested suppliers with equal opportunity to prepare tenders.
