Tender description
Tameside Metropolitan Borough Council is committed to the provision of high-quality services to enable people to live in their own homes. We are looking to refresh the list of approved services to. Provide daytime support/activities for people who are eligible for publicly funded care and support. This includes older people and people with learning disabilities we will be looking for providers who are able to offer a more generic approach. The rate will be up to a maximum of 30,60 GBP per person per day. Providers may wish to submit a price lower than this. Tameside MBC will not be providing buildings from which these services will operate. Providers will need to consider this along with transport during the day. The aim is for service users to experience inclusion, choice and control in their day time activities. There will not be a guaranteed number of placements but commissioners, care coordinators and service users will have access to the list of approved day services from which to choose. Tameside MBC, is inviting organisations, via a completed Organisational Questionnaire (OQ), to be included on the list of approved providers. This will be an open list, re-advertised continually on an ongoing basis. In addition to the OQ providers are required to include a description of the service they will provide (service specification) including time the service will be open, where/how it will be delivered and price per person per day. This will be included in the contract and be used by care coordinators and service users to inform decisions. Administratively, access to the DPS will be via 3 ‘rounds’ a year. A ‘round’ consists of: — A period every 4th month where evaluation of submissions will be undertaken; — Award of any contracts and inclusion on the DPS; or — Feedback to providers whose submission does not meet the minimum threshold. Evaluation of submissions will be by a series of panels, which may include representatives from locality teams and commissioning teams. Key dates for this 1st ‘round’: — Tender opens: 22.7.2016; — Evaluation: August 2016; — Contracts award for approved list: Early September 2016. Should you initially fail to meet the minimum thresholds of the OQ you will be able to re-submit completed documentation at any time via The Chest, mindful that your submission will be re-evaluated via the planned evaluation panel meetings in the next planned ‘round’. Evaluation periods for the next 3 rounds are scheduled for: — November 2016; — March 2017; — July 2018. (Please note these may be subject to change). The DPS will run from September 2016 through to September 2018, 2 years hence, with a view to it being reviewed and potentially extended for an additional year (and then a further 12 months after that; up to 4 years in total i.e. ending 30.9.2020). If you are interested in tendering for the above but are unsure about the electronic tendering process, please contact in writing to: Sue Hogan, Joint Commissioning and Performance Management Team, New Century House, Windmill Lane, Denton, Tameside, M34 2GP or e-mail: sue.hogan@tameside.gov.uk The award for the tender will be in keeping with a Best Value approach. The Procurement process has given due regard to the Social Value Act 2012 in consideration of the economic, social and environmental benefits of the delivery of this service. Please note that any contracts awarded as part of this process may be open to other purchasing authorities in the local area.
