Tender description

The London Borough of Hounslow (‘The Authority’) provides supported housing to residents of the Borough who have complex and challenging mental health needs. Currently there are only 27 units of in-borough highly supported housing for mental health clients, meaning that many of Hounslow's most vulnerable service users have to be placed in schemes outside the local area. Therefore it is important that the Council and CCG explore all options to increase supply. The existing 27 units are managed on 2 sites, both owned by the Authority. 1 of these is at 93-97 London Road and provides 16 units. There is the potential to develop an additional 8 units on this site. Five of these new units will be for the original client group while the other three for people with complex needs relating to a learning disability. A significant amount of capital investment of around 315 000 GBP is required to achieve the extra units. London Cyrenians Housing who manage the current service, are prepared to work in partnership with the Authority and will offer the full amount of the capital required for the renovation work; the proposed work on site is scheduled to commence on 1.8.2016. Due to the scarcity of such accommodation and the need to ensure continuity of service for our most complex and challenging residents, the Authority is intending to award a short-term, 2 year contract with a further 12 month extension, for continued service provision to London Cyrenians Housing after the works has been completed. This contract, which relates to the 21 mental health units at London Road and 11 units in a separate service, also managed currently by London Cyrenians Housing, has a value in the region of 900 000 GBP p.a. The provider will be expected to manage the learning disability units on a separate basis for individual spot purchase.
