Tender description

Leicester City Council (‘the Council’) invites tenders from suitably qualified and experienced organisations wishing to tender for the provision of Supported Living and/or Flexible Short Breaks services. The Authority is conducting the procurement using the open procedure in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74 Type of services — Health and Social Services. The tender procedure will be undertaken to establish a Framework Agreement. The Framework Agreement will commence on 21.11.2016 and will be for 2 years with the possibility to extend for a period or successive period of up to 2 years at the sole discretion of the Council. Although the Framework Agreement will be for this period, individual call-off Service Agreements may run past the expiry of the Framework Agreement. The call-off Service Agreements will be for a period of 3 years with the option to extend for a further period of no more than 2 years in total, in 12 months increments. Supported living services for adults with learning disabilities. Individuals of 18 years and above will have needs ranging from substantial to critical learning disabilities. The services will be provided for people with any of these disabilities who live in a variety of settings (for example, shared rented or owned accommodation, individual rented accommodation, owner occupied property, extra care schemes or live with family carers or friends). The tender relates to provision of both care and housing related support. Providers are not expected to source any accommodation for the service users. Supported living services for adults with mental health needs. Individuals of 18 years and above who will have needs relating to mental ill-health, dual diagnosis (learning disability and substance misuse) and Asperger Syndrome, ranging from substantial to critical levels of need. The services will be provided for people with any of these disabilities who live in a variety of settings (for example, shared rented or owned accommodation, individual rented accommodation, owner occupied property, extra care schemes or live with family carers or friends). The tender relates to provision of both care and housing related support. Providers are not expected to source any accommodation for the service users. Supported living services for adults with physical disability and/or sensory impairment and/or acquired brain injuries. Individuals of 18 years and above who will have needs due to physical disability, acquired brain injury (ABI), long term neurological condition, and those with a hearing or sight ( often termed sensory) impairment including those who are deaf blind. The services will be provided for people with any of these disabilities who live in a variety of settings (for example, shared rented or owned accommodation, individual rented accommodation, owner occupied property, extra care schemes or live with family carers or friends). The tender relates to provision of both care and housing related support. Providers are not expected to source any accommodation for the service users. The provision of flexible short breaks services.
