Tender description

Medway Council wish to appoint an energy supplier of a combined heat and power solution for 2 leisure centre sites in the region, Due to the specialist nature of the combined heat and power provision for these 2 sites a market investigation was undertaken by the service to locate a suitable company(s) and system to reduce energy costs. This included the provision of a consultancy to support and provide advice. Based on this investigation Medway Council identified a sole supplier who would provide the system in terms of the CHP generation equipment free of charge and simply invoice the council for the energy used. Proposals for both sites have been provided showing cost savings of some 400 000 GBP over the 15 year term. The contract needs to be over this term to allow the supplier to maximise economies of scale and the council to realise the energy savings. The value range stated is purely the estimated cost of the energy over the term of the contract. The CHP generation equipment is supplied, installed and maintained free of charge to Medway Council.
