Summary of the work Four Java developers required to work as part of a blended DWP team that includes staff, contractors, and other third parties. Develop new components of a major Government Accounting and Payment System using Open Source and Java technologies. Design, Build and test newly defined micro-services using java development skills. Specialist role Developer Expected Contract Length 3 months with an option to extend for a further 3 months at the Authority's sole discretion Latest start date 10/06/16 Who Speclialist Work With DWP requires four (4) Java developers to work with the new Agile Central Payment System Evolution team. This team is looking to develop in-house software components to replace a large monolithic application using an HTTP micro-service approach. What Specialists Work On Develop new components of a major Government Accounting and Payment System using Open Source and Java technologies. Design, Build and test newly defined micro-services using java development skills. Work at DWP's direction as part of an augmented team including departmental staff, contractors, and other third parties. Skills & Experience • Have a minimum of five years of Java development experience • Have client experience in at least three of the following: JBOSS, Tomcat, Linux, XML, JSON, JDBC, Apache HTTP, Apache Camel, Angular JS, and Hadoop • Have extensive experience working with HTTP REST • Have at least two years experience working on open source software engagements • Have experience building and maintaing high capacity, high traffic, high availability systems • Have a minimum of two years experience of Agile development • Attach CVs for all proposed resources as part of their response Nice to Haves • Have experience working with HTTP SOAP and SOA concepts and implementation • Have experience of Database (Postgres/Oracle/MySQL) and Middleware (ActiveMQ, IBM MQ) integration • Have experience of high capacity, high traffic, high availability systems • Have front end development experience with Javascript and stylesheets • Have good knowledge and experience of the Spring framework • Have good knowledge and interest interest in open source software • Have prior experience working with critical DWP business applications Work Location 3rd Floor, Wellesley House, 30 Wellington Road North, Stockport, SK4 1LS Working Arrangments On site Monday to Friday in Stockport working to UK working patterns. Expenses will only be considered for travel and subsistence outside of the Stockport area. Suppliers should submit CVs as part of their response. How are CVs to be submitted? This is not an option in the tool. Suppliers that are shortlisted will be invited to submit CVs as part of their response. Do we just make one application for all four roles but attached the four profiles to the single application? Please see response to clarification question 2. 7. Hi, Do we need to submit a CV before 23rd May? If so, how do we do this? It is unclear how any attachments would be added to this initial application stage. Also, can a sample CV be provided or does it need to be the person who will eventually be on the project? Suppliers should provide CVs for actual team members who will eventually be on the project. Please see response to clarification question 2 regarding submission of CVs. 8. Are you considering subcontractors for this vacancy? The use of subcontractors is not permitted for this call-off. The supplier will deliver the services themselves and will not solely source staff for others. 9. We have, in making our submission, answered all required questions. Can you confirm that this covers the headline requirement for 4x Java Developers rather than a single individual / Java Developer. Many thanks, Thank you for your submission. The supplier will work as part of the Agile Central Payment System Evolution team. No further information will be released at this stage of the competition. 11. If you already have third parties providing team members why are they not providing the additional four developers required? DWP is committed to increasing competition and innovation within its IT estate. 12. We cannot submit CVs as part of the application. The procedure for the procurement has been set as below: (This is as per Digital Outcomes Team) The new application workflow is different from any previous framework. You are not asked to provide a CV at this stage. The first step of the new process are the yes/no questions that determine whether a supplier has the buyer's essential and nice to have skills. Once the opportunity closes the buyer will see the successful applicant and following the shortlisting process they 'shortlist' the supplier to take to the evaluate. Please advise? Based on yes/no responses to the skills required up to five suppliers will be shortlisted (in accordance with the Digital Outcomes and Specialists buyer guidance). Shortlisted suppliers will be invited to submit further information for evaluation. 13. What are the working hours? Per day or per week?
