Tender description
Old Oak and Park Royal Development Corporation will be appointing a creative, ambitious and experienced team to prepare a masterplan for the Old Oak, and in due course Park Royal area, the largest regeneration programme in the UK. This is a once in a life time opportunity to shape a significant new part of London. The regeneration of Old Oak and Park Royal will be the equivalent of a delivering a new town on a brownfield site in central London. The scale of challenge cannot be underestimated and requires the right master-planning team to create a compelling, design-led spatial strategy alongside a clear delivery strategy to fully unlock this opportunity. Today, Old Oak is 140 hectares of industrial and railway land in west London. By 2026 the opening of a new High Speed 2 and Crossrail super-hub interchange station here will catalyse the regeneration of Old Oak and underpin its potential to deliver a thriving new centre, 24 000 new homes and 55 000 new jobs over the next 20 to 30 years. The total number of new homes will be 25 500 and 65 000 new jobs will be created within the OPDC boundary. The public sector already own over 70 % of land in Old Oak, and it has been agreed in principle to transfer this land from Government to OPDC over the coming years. Overarching requirements The master-planning team will be required to: — Prepare a spatial Masterplan for Old Oak, to articulate the vision for the places to be created here, and to create a deliverable framework for the transformation of Old Oak; — Prepare and submit planning application/s; — Prepare development briefs for key development sites and areas, to enable effective and high quality development; — Collaborate with surrounding landowners and other emerging delivery agents to ensure all development proposals are complementary and coordinated. OPDC will be seeking a masterplan for Old Oak which is bold in its ambition, as well as deliverable, in order to ensure that the potential of this major opportunity is realised. Park Royal, right next to Old Oak, is the UK's biggest urban industrial area. Today it supports around 2 000 businesses, employing over 36 000 employees, and OPDC's vision is for Park Royal to protect, strengthen and intensify it, attracting new businesses and creating more jobs. There may be an opportunity for the appointed team to extend their master-planning work to include Park Royal, to ensure that it is able to reap the benefits of the adjacent investment in Old Oak. Time-scales The key milestones for the Old Oak masterplan are set out below. These dates are indicative at this stage. — Appointment of Old Oak master-planning team — autumn 2016; — Old Oak Masterplan published — summer/autumn 2017; — Old Oak Masterplan planning application/s submitted –2018; — Old Oak Masterplan planning permission/s secured — 2019; — Old Oak development briefs prepared — 2019 onwards. The masterplan team It is anticipated that the masterplan team appointed will be led by an urban design/masterplanning /architecture consultancy who possess design flair and have a proven ability to lead and manage a multi-disciplinary team. The team should include a wide range of skills to enable a comprehensive approach to the masterplan, and should have a strong track record of designing and delivering high-quality development proposals within a complex brownfield urban environment, interfacing with significant transport infrastructure interventions, and demonstrate a clear understanding of place making. The master-planning team will need to liaise and work with various OPDC teams including regeneration, development, planning and the marketing and communications team (and any relevant agencies) as part of place making. Supplier Engagement Event: Wednesday 25.5.2016. OPDC would like to invite any consultants interested in this opportunity to attend a supplier engagement event on Wednesday 25.5.2016 at City Hall, Queens Walk, London. OPDC will present the vision for Old Oak and Park Royal as set out in the OAPF and draft Local Plan, and will be able to respond to any questions on the masterplan.
