Summary of the work Programme CORTISONE will replace the legacy Military Medical Solutions with COTS over the Cloud using NHS suppliers or other suitable commercial products and services. To enable the AP to start an Infrastructure Architect is being sourced to support the MOD Programme Manager and Lead Architect develop the CORTISONE Target Architecture Specialist role Technical Architect Expected Contract Length 9 Months Latest start date 06/06/16 Maximum Day Rate £800 Who Speclialist Work With HQ SG Programme Manager Responsible for delivery of the CORTISONE Capability for the Defence Medical Services across all Defence Lines of Development. ISS Programme CORTISONE Lead Architect ISS ASDT Programme Delivery Manager Responsible for delivery of the Equipment and Logistic elements of the the DLODs and executing the Assessment Phase to evaluate products and services. JFC Cap C4ISR Programme Sponsor. HSCIC (NHS Digital from Jul 16) Health and Social Care Information Centre – Acting as the interface between MOD and NHS England. What Specialists Work On 1) For each CORTISONE Theme provide Technical Documents describing the AS-IS (Legacy) and TO-BE environments in both Fixed and Deployed as requested by the Lead Architect (MOD). Example Theme documents include but not limited to: • CORTISONE Architecture Vision & Roadmap • Solution Architecture Document • High Level Design Documents • Interface Documents with 3rd Party Apps • Deployment Models, e.g. Server/Blade, Client/Server Interface Diagrams • Network Models, e.g. Ports/Protocol diagrams • RISK Management Docs Skills & Experience • An understanding of IT security standards and associated design considerations • Strong documentation and client-facing presentation skills • In-depth Windows Server, Desktop and migration skills across all operating system versions; • In-depth Knowledge of Microsoft Private Cloud, Microsoft System Centre 2012 suite and Hyper-V virtualization deployment, migration and support; • Knowledge of SAN storage technologies, • Experience with Virtual environments (Citrix, Xen, VMware, Microsoft Intune etc.) and Virtual Centre deployment and support; • In-depth Knowledge of Containerisation Technologies and Deployment Models • Minimum of 5 years Infrastructure Architect experience • Minimum of 5 years working in multi-disciplinary IT architecture teams. Nice to Haves • Current Microsoft certifications [2008, 2012 - MCSA/MCSE or MCSD] • Hyper-V or VMware design experience • Docker, Service Oriented Architecture, REST knowledge • Enterprise Mobile Management (EMM) Deployment knowledge • Firm understanding of Web Service concepts and Technologies (WSDL, XSD, XML, REST and SOA) • Integration of medical IS applications, including Off-The-Shelf (OTS) Primary and Secondary Healthcare applications. • Integration of NHS England Spine systems and N3 Cloud. • Bespoke medical IS applications implementation. • HL7, HL7v3 or HL7 FHIR message exposure. • TOGAF, Zachman or MOD Architecture Framework (MODAF) experience. • Exposure to a wide range of OTS medical IS applications across primary, secondary and tertiary healthcare areas. • Understanding of other NHS systems. • Exposure to MOD medical IS systems. • Development of architectures within an Agile, Continuous and Test Driven programme framework. • Exposure to NHS systems of devolved administrations. • Experience of working with MOD. • Experience of integrating medical IS applications. • Minimum of 3 years working with the Health and Social Care Information Centre (HSCIC). Work Location Primary location to be: Application Services & DevOps Tower (ASDT), MOD Corsham, Westwells Road, Corsham, Wiltshire, SN13 9NR Due to the nature of the work to be delivered there will be a need to visit other locations including London, Lichfield, Bristol and Leeds. Working Arrangments This Infrastructure Architect will work under the Lead Architect (MOD) who will be responsible for the transition and development of a new architecture for Programme CORTISONE. The main function of the Business Architect will be to understand and document the Architectural Design of the current system and how it will transition into Programme CORTISONE. Does the successful specialist require to be SC cleared already or can this be obtained whilst working onsite like other Government departments such as The Home Office? Due to the nature of the work, Ministry of Defence site security requirements and programme schedules the successful specialist must hold existing SC clearance prior to commencing work. 2. Is security clearance a prerequisite or can be applied once selected for the role.... Existing SC clearance is a prerequisite and must be obtained prior to commencing work due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 3. 1. Is the £800 day rate inclusive of supplier margin? 2. How much travel will be involved? 3. Will the Specialist be expensed for travel, accommodation and food etc? 1. The day rate is inclusive of any supplier margins.2. The anticipated travel requirement is 2 off site meetings per month. Maximum use of VTC/teleconference facilities will be utilised to limit travel requirements where possible.3. The assumed base location is MOD Corsham with the supplier responsible for all travel and subsistence costs. Appropriate and proportionate travel expenses to off-site meetings will be reimbursed subject to production of receipts. We envisage setting up a Limit of Liability for the role to enable this. 4. Could you please advise how we can show an interest on this tender? At this stage we are looking for any interested supplier to submit an application against the published requirement. 5. What information do you need from us at this stage to put forward? You will need to submit an application against the published requirement. 6. Are there any legal requirements to be fulfilled at this stage as the tender is for Ministry of Defence? The Ministry of Defence is not seeking any additional legal requirements to those that any supplier has agreed to by being accepted onto the framework (e.g. Terms and Conditions). 7. Do we need to get our potential candidate to go through some security checks at this stage? The potential candidate that a supplier will put forward to perform the work must have obtained, prior to commencing the work, a security clearance at a level of SC due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 8. Is this a full time (5 days per week) role, onsite, throughout the duration of the contract? The role is required to be for 37.5 hours per week of full time working throughout the duration of the contract, this being located onsite at MOD Corsham. Included within this total over a monthly period, there may be approximately 2 days of off-site working. Flexible working as to the amount and days that the specialist will work during such a week will be considered on a case by case basis, and may be approved. 9. You have multiple requirements published - can we respond with a bid to provide an outcome based team or do you expect a response per requirement? The requirements shall be scored individually, therefore we ask suppliers to provide an individual response to the requirement(s) they are interested in. To clarify, this does not stop suppliers providing individual responses to multiple or all requirements. 10. What will be the key day-day responsibilities and deliverables? Duties will include but not be limited to:• Engagement with the FAHE (Future Application Hosting Environment), (DaaP) Defence as a Platform and New Style of IT (NSoIT), report/document the implications for Programme CORTISONE.• help define the CORTISONE Virtual/Physical Environments and Technology Components/Relationships to Information Systems• understand/report on legacy infrastructure within fixed base and deployed arena • understand/report on medical/dental devices and its integration within the legacy system and Future innovations of medical smart devices• contribute/record findings into Technology Standard/Portfolio Catalogues. • help define the Future Medical Application Landscape for CORTISONE, including Dependencies. 11. Is HL7 experience essential? HL7, HL7v3 or HL7 FHIR message exposure is desirable but not essential. 12. Are there any specific IT Security standards needed? There are no specific IT Security Standards needed over and above what has been published in the requirement. 13. What is the essential technology experience needed?
