Summary of the work Programme CORTISONE will replace the legacy Military Medical Solutions with COTS over the Cloud using NHS suppliers or other suitable commercial products and services. To enable the AP to start a Data Architect is being sourced to support the MOD Programme Manager and Lead Architect develop the CORTISONE Target Architecture Specialist role Technical Architect Expected Contract Length 9 Months Latest start date 06/06/16 Maximum Day Rate £800 Who Speclialist Work With HQ SG Programme Manager Responsible for delivery of the CORTISONE Capability for the Defence Medical Services across all Defence Lines of Development. ISS Programme CORTISONE Lead Architect ISS ASDT Programme Delivery Manager Responsible for delivery of the Equipment and Logistic elements of the the DLODs and executing the Assessment Phase to evaluate products and services. What Specialists Work On For each CORTISONE Theme provide Technical DATA Documents describing the AS-IS (Legacy) and TO-BE environments in both Fixed and Deployed. Example Theme documents include but not limited to: • Solution Architecture Document • High Level Design Documents • Data Interface Documents with 3rd Party Apps • Data Logical Models (work with Data Architect) • Data Migration docs • Data Dictionary • Data Canonical Model • Data Workflow Skills & Experience • Experience in defining Data Architecture Frameworks and Blueprints for Large Scale Development • Strong Experience in Data for Enterprise Web Applications for Front-end (Client) and Back-end (Server) Solutions • Cloud Application/Data Design experience • Data development, configuration and integration programme planning. • Firm understanding of Web Service concepts and Technologies (WSDL, XSD, XML, REST and SOA) • Extensive experience in multidimensional data modeling, such as star schemas, snowflakes, normalized and de-normalized models, handling “slow-changing” dimensions/attributes. • Minimum of 3 years working in multi-disciplinary IT architecture teams. • Minimum of 3 years Data Warehouse Nice to Haves • The Open Group Architecture Framework (TOGAF). • MOD Architecture Framework (MODAF). • Exposure to a wide range of OTS medical IS applications across primary, secondary and tertiary healthcare areas. • Understanding of other NHS systems. • Exposure to MOD medical IS systems. • Development of architectures within an Agile programme framework, continuous and test driven environements • Exposure to NHS systems of devolved administrations. • Application and data migration. • Working within an AGILE environment • Working knowledge of JIRA and CONFLUENCE, Building Management, Jenkins, MAVEN, GITHUB etc. • Integration of NHS England spine and N3 cloud • Experience with Virtual environments (Citrix, Xen, VMware, Microsoft Intune etc) • Minimum of 3 years working with the Health and Social Care Information Centre • Integration of medical IS applications, including Off-The-Shelf (OTS) Primary and Secondary Healthcare applications Work Location Primary location to be: Application Services & DevOps Tower (ASDT), MOD Corsham, Westwells Road, Corsham, Wiltshire, SN13 9NR Due to the nature of the work to be delivered there will be a need to visit other locations including London, Lichfield, Bristol and Leeds. Working Arrangments This Data Architect will work under the Lead Architect (MOD) who will be responsible for the transition and development of a new architecture for Programme CORTISONE. The main function of the Business Architect will be to understand and document the Architectural Design of the current system and how it will transition into Programme CORTISONE. Does the successful specialist require to be SC cleared already or can this be obtained whilst working onsite like other Government departments such as The Home Office? Due to the nature of the work, Ministry of Defence site security requirements and programme schedules the successful specialist must hold existing SC clearance prior to commencing work. 2. Is security clearance a prerequisite or can be applied once selected for the role.... Existing SC clearance is a prerequisite and must be obtained prior to commencing work due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 3. 1. Is the £800 day rate inclusive of supplier margin? 2. How much travel will be involved? 3. Will the Specialist be expensed for travel, accommodation and food etc? 1. The day rate is inclusive of any supplier margins.2. The anticipated travel requirement is 2 off site meetings per month. Maximum use of VTC/teleconference facilities will be utilised to limit travel requirements where possible.3. The assumed base location is MOD Corsham with the supplier responsible for all travel and subsistence costs. Appropriate and proportionate travel expenses to off-site meetings will be reimbursed subject to production of receipts. We envisage setting up a Limit of Liability for the role to enable this. 4. Could you please advise how we can show an interest on this tender? At this stage we are looking for any interested supplier to submit an application against the published requirement. 5. What information do you need from us at this stage to put forward? You will need to submit an application against the published requirement. 6. Are there any legal requirements to be fulfilled at this stage as the tender is for Ministry of Defence? The Ministry of Defence is not seeking any additional legal requirements to those that any supplier has agreed to by being accepted onto the framework (e.g. Terms and Conditions). 7. Do we need to get our potential candidate to go through some security checks at this stage? The potential candidate that a supplier will put forward to perform the work must have obtained, prior to commencing the work, a security clearance at a level of SC due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 8. Is this a full time (5 days per week) role, onsite, throughout the duration of the contract? The role is required to be for 37.5 hours per week of full time working throughout the duration of the contract, this being located onsite at MOD Corsham. Included within this total over a monthly period, there may be approximately 2 days of off-site working. Flexible working as to the amount and days that the specialist will work during such a week will be considered on a case by case basis, and may be approved. 9. You have multiple requirements published - can we respond with a bid to provide an outcome based team or do you expect a response per requirement? The requirements shall be scored individually, therefore we ask suppliers to provide an individual response to the requirement(s) they are interested in. To clarify, this does not stop suppliers providing individual responses to multiple or all requirements. 10. What will be the key day-day responsibilities and deliverables? For each CORTISONE Theme provide Technical DATA Documents describing the AS-IS (Legacy) and TO-BE environments in both Fixed and Deployed.Example Theme documents include but not limited to:• Solution Architecture Document• High Level Data Design Documents• Detailed Data Design Document• Data Interface Documents with 3rd Party Apps• Data Logical Models (work with Data Architect)• Data Physical Models• Data Migration docs• Data Dictionary• Data Canonical Model• Data Ontology• Data Workflow• etc.and any other Data Information documentation as required by the Lead Architect and Project Team. 11. What technologies are essential? This role is not Technology specific. As is shown by the required skills and experience in the published requirement, the main capabilities we are looking for from this specialist are Data Analysis and Design, Data Modelling, Data Integration and Data Warehousing. We also would require this specialist to possess the ability to Design a Data Architecture (Relational and Web) and create a Data Ontology. 12. Is MODAF essential or just a nice to have? MODAF is a nice to have, and not essential. 13. Which Cloud technology do the need experience of? No Specific Cloud Technology experience is required, however it will be essential for the proposed specialist to be capable of articulating how the DATA design for Cloud Technologies will look like. 14. What is the Data warehouse – SQL/ Oracle? For Security reasons we cannot name the Data Warehouse in use but will require the Candidate to show that they have implanted Data Models for Management Information Modelling, Data Cube and Dimensional Modelling etc.
