Summary of the work Programme CORTISONE will replace the legacy Military Medical Solutions with COTS over the Cloud using NHS suppliers or other suitable commercial products and services. To enable the AP to start an Application Architect is being sourced to support the MOD Programme Manager and Lead Architect develop the CORTISONE Target Architecture. ISS Programme CORTISONE Lead Architect ISS ASDT Programme Delivery Manager Responsible for delivery of the Equipment and Logistic elements of the the DLODs and executing the Assessment Phase to evaluate products and services. What Specialists Work On For each CORTISONE Theme provide Technical Application Documents describing the AS-IS (Legacy) and TO-BE environments in both Fixed and Deployed. Example Theme documents include but not limited to: • CORTISONE Architecture Vision & Roadmap • Solution Architecture Document • High Level Design Documents • Interface Documents with 3rd Party Apps • Data Logical Models (work with Data Architect) • Data Migration docs • Data Dictionary • RISK Management Docs Skills & Experience • Experience in defining Application Architecture Frameworks and Blueprints for Large Scale Development • Strong Experience in Enterprise Web Applications for Front-end (Client) and Back-end (Server) Solutions • Cloud Application Design experience • Application development, configuration and integration programme planning. • Firm understanding of Web Service concepts and Technologies (WSDL, XSD, XML, REST and SOA) • Minimum of 5 years integrating IS applications. • Minimum of 3 years working in multi-disciplinary IT architecture teams. • Minimum of 3 years working in customer facing roles. Nice to Haves • Integration of medical IS applications, including Off-The-Shelf (OTS) Primary and Secondary Healthcare applications. • Integration of NHS England Spine systems and N3 Cloud. • Bespoke medical IS applications design. • HL7, HL7v3 or HL7 FHIR message exposure. • TOGAF, Zachman or MOD Architecture Framework (MODAF) experience. • Exposure to a wide range of OTS medical IS applications across primary, secondary and tertiary healthcare areas. • Understanding of other NHS systems. • Exposure to MOD medical IS systems. • Development of architectures within an Agile, Continuous and Test Driven programme framework. • Exposure to NHS systems of devolved administrations. • Application and data migration. • Working within an AGILE environment • Working knowledge of JIRA and CONFLUENCE, Continuous Integration and Build Management: Hudson/Jenkins, Maven, Github etc. • Relational DB (Oracle, SQL Server) • Experience with Virtual environments (Citrix, Xen, VMware, Microsoft Intune etc.) • Experience of working with MOD. • Minimum of 3 years working with the Health and Social Care Information Centre (HSCIC). • TOGAF 9.1 or MODAF Certified Work Location Primary location to be: Application Services & DevOps Tower (ASDT), MOD Corsham, Westwells Road, Corsham, Wiltshire, SN13 9NR Due to the nature of the work to be delivered there will be a need to visit other locations including London, Lichfield, Bristol and Leeds. Working Arrangments This Application Architect will work under the Lead Architect (MOD) who will be responsible for the transition and development of a new architecture for Programme CORTISONE. The main function of the Business Architect will be to understand and document the Architectural Design of the current system and how it will transition into Programme CORTISONE. Does the successful specialist require to be SC cleared already or can this be obtained whilst working onsite like other Government departments such as The Home Office? Due to the nature of the work, Ministry of Defence site security requirements and programme schedules the successful specialist must hold existing SC clearance prior to commencing work. 2. Is security clearance a prerequisite or can be applied once selected for the role.... Existing SC clearance is a prerequisite and must be obtained prior to commencing work due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 3. 1. Is the £800 day rate inclusive of supplier margin? 2. How much travel will be involved? 3. Will the Specialist be expensed for travel, accommodation and food etc? 1. The day rate is inclusive of any supplier margins.2. The anticipated travel requirement is 2 off site meetings per month. Maximum use of VTC/teleconference facilities will be utilised to limit travel requirements where possible.3. The assumed base location is MOD Corsham with the supplier responsible for all travel and subsistence costs. Appropriate and proportionate travel expenses to off-site meetings will be reimbursed subject to production of receipts. We envisage setting up a Limit of Liability for the role to enable this. 4. Could you please advise how we can show an interest on this tender? At this stage we are looking for any interested supplier to submit an application against the published requirement. 5. What information do you need from us at this stage to put forward? You will need to submit an application against the published requirement. 6. Are there any legal requirements to be fulfilled at this stage as the tender is for Ministry of Defence? The Ministry of Defence is not seeking any additional legal requirements to those that any supplier has agreed to by being accepted onto the framework (e.g. Terms and Conditions). 7. Do we need to get our potential candidate to go through some security checks at this stage? The potential candidate that a supplier will put forward to perform the work must have obtained, prior to commencing the work, a security clearance at a level of SC due to the nature of the work, Ministry of Defence site security requirements and programme schedules. 8. Is this a full time (5 days per week) role, onsite, throughout the duration of the contract? The role is required to be for 37.5 hours per week of full time working throughout the duration of the contract, this being located onsite at MOD Corsham. Included within this total over a monthly period, there may be approximately 2 days of off-site working. Flexible working as to the amount and days that the specialist will work during such a week will be considered on a case by case basis, and may be approved. 9. You have multiple requirements published - can we respond with a bid to provide an outcome based team or do you expect a response per requirement? The requirements shall be scored individually, therefore we ask suppliers to provide an individual response to the requirement(s) they are interested in. To clarify, this does not stop suppliers providing individual responses to multiple or all requirements. 10. What will be the key day-day responsibilities and deliverables? For each CORTISONE Theme provide Technical Application Documents describing the AS-IS (Legacy) and TO-BE environments in both Fixed and Deployed.Example Theme documents include but not limited to:• CORTISONE Architecture Vision & Roadmap• Solution Architecture Document• High Level Design Documents• Detailed Design Document• Interface Documents with 3rd Party Apps• Data Logical Models (work with Data Architect)• Data Physical Models• Data Migration docs• Data Dictionary• RISK Management Docs• etc.Reporting directly to the Lead Architect and producing further documentation as the Team requires. 11. Cloud application design experience – does it matter if it’s cloud or AWS etc? No, either experience will be considered, however it will be essential for the proposed specialist to be capable of articulating the design and its criteria. 12. Is HL7 experience essential? No, HL7, HL7 and HL7 FHIR experience is not essential but desirable. 13. Minimum of 5 years integrating IS applications – any specific ones? We are ideally looking for Application Architects that have Medical experience, however will consider other experienced Application Architects.The essential criteria is that they have worked in a Architecture Team and have at least 5 years Information Systems (Apps) Architecture experience.Ideally they would have a formal Architecture qualification such as TOGAF, Zachman or BCS, however this is not essential.
